David Gulley joined the University of Illinois at Chicago in 1989 and provided leadership to promote innovation-driven economic development, including academic-industry collaborations, research engagements, technology transfer and commercialization. He held positions of Assistant Vice Chancellor for Research and Associate Vice President for Technology and Economic Development. He retired in April 2012 to continue his efforts in promoting technology transfer, especially in Latin America. He currently leads a team of seven senior experts in cooperation with AUTM and CORFO (Chile's Economic Development Agency) in a multi-year program to establish and reinforce 20 technology transfer offices in Chile.
Dr. Gulley is a Certified Licensing Professional (CLP) and serves on the CLP Board of Governors as Past President. He served as President and Chair for 2011-2012. He served as Vice President for Professional Development for the Association of University Technology Managers (AUTM) from 2010-2012, and as a director and current Council member of the Alliance for Technology Transfer Professionals, where he holds the Registered Technology Transfer Professional credential. He has an M.A. in Science Education from Virginia Tech, a B.A. in Political Science and a Ph.D. in Higher Education from Southern Illinois University.
